i think the best times are either early in the morning right before the sun rises or in the evening but there must be enough ambient light to enjoy the company...as a good visual is the key to extreme skinny dipping....but i would assume it is the same for not so skinny dipping too....hahaha

and screw the neighbors...after peeking for a couple of minutes they will be running for their bedrooms anyway....hehehe
